Development Manager – Government Relations

The U.S. Civilian Research & Development Foundation (CRDF) seeks a Development Manager to join its Development and External Relations (D&ER) team.  The CRDF is a nonprofit charitable organization that promotes international scientific and technical collaboration through grants, technical resources, and training.  CRDF has active programs and services in Eurasia and Eastern Europe, the Middle East and North Africa, and Southeast Asia.

The Development Manager's primary responsibility is to manage a portfolio composed predominantly of U.S. government agency prospects.  The Development Manager will be responsible for proactively researching and pursuing new U.S. government agency prospects for CRDF, as well as coordinating the development and submission of assigned proposals to existing U.S. government funders.  In addition, as time permits, the Development Manager will assist the D&ER team with outreach to private foundations, corporations, and foreign organizations; and with special events and meetings.

The Development Manager will have day-to-day supervision of a Development Assistant. The Development Manager will report to the Senior Program Director (SPD) for Development & External Relations.

Duties and Responsibilities:
  • Identify and research leads for new U.S. government agency funding sources, regularly utilizing U.S. government RFP sites and other resources.
  • Work with the SPD to develop and implement plans to approach and follow through with potential funding agencies and offices.
  • Coordinate timely production of proposals from inception through final submission to funding source including initial correspondence, concept papers, and full proposals.
  • Ensure ongoing stewardship of previous and new donors, including acknowledgements, regular correspondence, and follow-up reports as appropriate.
  • Record and track portfolio information in the organization's fund-raising calendar and database of current prospects and proposals.
  • Supervise and provide day-to-day management and mentoring of a Development Assistant, who will assist with prospect research, correspondence, proposal development, and recordkeeping.
  • Meet regularly with D&ER and Program staff in planning sessions to achieve program objectives and to develop ideas and strategies for funding new programs or activities.
  • As assigned by the SPD, research and develop proposals to private foundations, corporations, and/or foreign organizations.
  • As requested by the SPD, prepare documents for CRDF Board Development Committee and other development-related meetings.
  • As needed, help evaluate CRDF's potential to pursue other types of fundraising, including individual donations, major gifts, and planned giving.

Qualifications:
  • Bachelor's degree.
  • 3 - 5 years of work in a development department, in a position requiring coordinating approaches to multiple funding sources, direct interaction with donors, and strong writing and research skills.
  • Demonstrated experience in successfully managing a portfolio of prospects, and managing the process from prospect research to proposal submission to stewardship.
  • Demonstrated experience in developing and submitting proposals to U.S. government agencies in response to specific RFPs. Previous experience in developing proposals to U.S. government agencies with international and/or science programs (such as NIH, USAID, State Department, etc.) a plus.
  • Familiarity and experience with U.S. government RFP websites and grant management systems, including FBO, grants.gov, and others.
  • Excellent oral and written communications skills.
  • Strong interpersonal skills and ability to work with different individuals, including staff, Board members, major donors, and others.
  • Demonstrated experience in supervising and managing employees.
  • Excellent organizational skills and capability to successfully manage and work on numerous projects simultaneously.
  • Close attention to detail and the ability to work under the pressure of deadlines.
  • Strong understanding of generally accepted fundraising principles and ethics.
  • Excellent administrative skills and computer literacy, including spreadsheet and word processing skills.
  • Knowledge of Raiser's Edge or other fundraising software strongly preferred.

Compensation is dependent upon experience.
