Center
for Health Services
To support the delivery of lifesaving public health
services, MSH’s
Center for Health Services (CHS) works with ministries of health, local
governments, the private sector, and nongovernmental and civil society
organizations to develop systems and build management capacity. We
address
geographic and financial barriers to care using innovative approaches
such as
community financing, community case management, public-private
collaborations,
and performance-based contracting for services.
MSH,
with the help of Global Recruitment Specialists, is searching for a
Director in
Finance, Contracts and Administration for our Center for Health
Programs.
Overall Responsibilities
In compliance with donor or client and internal
requirements, the Director plans, directs and oversees all finance,
contracts,
HR, and administration delivery to support the efficient and effective
accomplishment of the CHP’s goals and objectives. S/he provides vision,
strategic leadership, and practical experience to deliver relevant
efficient
and effective project start up, implementation, reporting, and project
close
out activities and meets internal accountabilities and expectations,
and
external requirements.
Specific Responsibilities
- In
collaboration with Vice President and CHP
Leadership Team, develop strategies and annual and multi-year plans to
identify
and meet the finance, contracts, HR, and administration needs of the
Center and
its units’ activities.
- Oversee
and manage the delivery of functional support and
services at the Center level including accounting, contracts and grants
administration, financial planning and reporting, human resources,
information
systems, and procurement in compliance with MSH policies, procedures,
and
practices. Oversee implementation of relevant organizational and Center
initiatives.
- Monitor,
analyze, and evaluate regularly and systematically the
financial management of the Center against budget, objectives, and
related
goals. Prepare regular reporting and corrective recommendations and
meet
internal and external reporting requirements. Recommend improvements
and
implement, as appropriate, to support Center goals and objectives.
Participate
in the design, planning and implementation of all financial and program
audits
of projects in CHP.
- Monitor,
analyze, and evaluate regularly and systematically
the financial management of the projects against budget, objectives,
and
related goals. Prepare regular reporting and corrective recommendations
and
meet internal and external reporting requirements. Recommend
improvements and
implement, as appropriate, to support project goals and objectives.
- Oversee
and
direct effort to deliver HR capacity and infrastructure across projects
and the
Center, ensure workforce planning and staffing, promote and sustain
employee
productivity and retention, and activities related to new business
development.
In coordination and compliance with organizational HR policies,
procedures, and
practices, ensure recruiting and staffing, competitive employee salary
and
benefits programs, employee productivity and strong performance, and
new
business development positioning and proposal preparation.
- Direct
and oversee
the Finance, Contracts & Administrative staff and structure to
ensure
fulfillment of Center, project, and individual objectives and provide
flexibility to move quickly in relation to start up activities and
potential
business development opportunities.
- In
collaboration with HR, ensure development
and implementation of strategies to identify and achieve annual and
multi-year
staffing and short – term technical assistance for the Center.
Contribute to
efforts to deliver a global talent network to build and leverage MSH’s
capacity
and reputation. Assure there is funding to support staffing.
- In
collaboration
with CHP Vice President and Director, New Business Development, oversee
and
manage activities and resources for budgeting, identification of key
personnel
and staff, and contractual compliance requirements to meet for business
development needs.
- As a
representative of the organization, establish and
maintain professional contacts with other organizations and businesses
concerning relevant issues and policies and practices.
- Performs
other duties as
assigned to contribute to the success and achievement of CHP and MSH.
Qualifications
Education:
- Bachelor’s
degree required. Advanced degree in
business administration (MBA) or appropriate discipline preferred.
Experience:
- A
minimum of 10 years of demonstrated business
experience and financial and contractual leadership and management of
large,
complex projects and long-term efforts with extensive knowledge of and
successful experience with USAID and other donors interested in
development.
- Demonstrated
success as a strong financial manager and strategist and proven leader
in building
partnerships and impacting changes across functions, multiple
locations, and
divisions, both in the US and in the international arena.
- Demonstrated
success
in leading and managing teams with diverse backgrounds working in
multiple
locations and countries to achieve and sustain excellence.
- Significant
field
experience in developing countries with demonstrated success working
with
multiple sectors and achieving financial and contractual results.
