Lead, Forest-based Carbon Network Initiative

Major Function

In conjunction with other members of the Forest-based Carbon Network Initiative (FbCNI) Core Team, WWF climate change staff, WWF program offices, and other partners as appropriate, develops and implements objectives and strategies with respect to WWF Network-wide policy on forest and climate.  Works closely with WWF field programs, representatives of other Network Initiatives on climate change, the WWF Forest and Climate Change programs, government aid agency coordinators and external specialists.

Major Duties & Responsibilities
  1. Leads the Policy team of the FbCNI (including colleagues in NI focal countries), and with the NI Lead and Core Team, setting overall policy goals and objectives for the Team, the NI, WWF-US and the WWF Network with respect to forest climate issues.
  2. Coordinates the WWF Network team participation on forest climate issues in the UNFCCC and related international negotiation processes.  This includes coordination with the WWF Climate Change team on overall climate policy and strategy; and building a forest climate team that includes representatives from across the WWF Network.
  3. Oversees and coordinates formulation and implementation of international negotiating positions, initiatives and strategies on forest climate issues, including supervision of drafting, negotiating (including problem-solving) and advocating WWF positions, including letters, position papers, testimonies, legislative proposals, public comments, and other relevant materials.
  4. Oversee the tracking of developments in the national climate policies of key countries and regions (eg.: EU, Brazil, US, Indonesia), as these affect WWF’s international forest climate policy; and directs efforts to interpret these developments and/or orient them to support WWF’s goals in the international climate arena.
  5. Assists in tracking developments in government aid agency funding for REDD, coordinating development of projects and programs for developing the policy capacity of WWF and partners.  Oversees preparation of proposals to fund such work through GAA channels.
  6. Develops and manages relationships with other stakeholders, including environmental organizations, government agencies and the private sector.  Particular attention would be given to WWF’s participation and partnerships within the REDD section of the Climate Action Network (CAN).
  7. Serves as key liaison for WWF with international negotiators on REDD and counterparts from other non-governmental organizations. This includes representing, influencing and negotiating, as appropriate, on behalf ofWWF at environmental coalition meetings, briefings, Congressional events, press conferences, and other policy fora.
  8. Responsible for identifying opportunities for education and outreach by overseeing seminars, discussions, briefings on behalf of WWF, and in conjunction with WWF program officers.
  9. Coordinates with senior program officials to identify priorities for WWF advocacy on forest climate issues in particular countries or regions, and to determine strategy and appropriate roles for WWF in those countries or regions.
  10. Regularly updates, interprets and advises WWF staff, Network wide, on developments in the international forest climate negotiations and other policy activities relevant to WWF’s forest climate policy priorities.
  11. Assists the FbCNI Lead with preparation of workplans and budgets for the FbCNI.
  12. Performs other duties as assigned.

Working Relationships

Internal:  Regular contact with WWF Program, Communications, Science and other staff, Network wide, to advise, plan and coordinate the organization's positions on issues and strategies relating to forests and climate.  Formal participation in the FbCNI Core Team.

External:  Frequently interact with international climate change negotiators, government officials from various countries, environmental groups, industry representatives, academics, other organizations, to negotiate, develop and explain the organization's positions on forests and climate. Represent WWF in international fora, and at other events relating to forest-climate policy, as necessary and appropriate.

Supervisory Responsibility

Supervises two senior program officers as well as interns and research associates.

Minimum Requirements

Education/Experience:
  • A Master’s degree or equivalent is required with ten-twelve years of work experience in a relevant nonprofit, public or private sector.
  • Familiarity with forest climate issues, international climate negotiations, carbon market regulatory systems issues (cap-and-trade, carbon crediting, carbon accounting), forestry and conservation issues required.
  • Familiarity with international development or natural resource conservation beneficial.
  • Substantive expertise in one or more areas of international forest climate policy, including REDD, AFOLU, carbon trading, international environmental funding sources.
  • Experience with international negotiations and coordination of high level, multi-national partnerships.
  • Experience in administering, leading, and managing professionals engaged in development of policy.
  • Experience working with NGO's engaged in the development of conservation policy and programs.

Skills and Abilities:
  • Fluency in English required.  Other languages are an advantage.
  • Strong written and verbal communications skills, with an ability to move easily among policy, technical and PR materials.
  • Excellent organizational skills with an emphasis on program and project management.
  • A high-level of interpersonal skills is required, especially relationship management skills and the ability to work as part of a high-level international team.
  • Ability to work well with both senior- and mid-level Government officials, organization staff both in the U.S. and overseas.
  • Ability to sets goals and expectations, drive to achieve success, measures and communicates progress on an ongoing basis.  Creates opportunities for recognition and development.  Provides feedback, counseling & coaching.
  • Creative and innovative thinker and problem-solver who can identify and carry out solutions to the political, social, scientific, and management issues that confront WWF in achieving its goals.  Solves problems and makes things happen under complex circumstances.
  • Negotiation and facilitation skills.
  • Ability to effectively prioritize and work accurately under time constraints.
  • Ability to conduct national and international travel.
