Director of Monitoring, Evaluation and Learning

We have provided analytical and M&E services to donor-funded projects for nine years, working across 45 different countries, impacting millions of stakeholders, and leveraging over $1.2 billion in public and private investment for development reforms.    Integra is seeking a Director of Monitoring, Evaluation and Learning (MEL) to serve in a technical leadership role in the company, reporting to the Chief Technical Officer. The position is full-time and based in Washington DC.


Oversee project implementation and business development across Integra's MEL and CLA portfolios, including the U.S. Agency for International Development, the Millennium Challenge Corporation (MCC) and the U.K. Department for International Development;

Guide the design and implementation of all monitoring, evaluation and learning activities, including the development of the project performance monitoring plans (PMP); the development and monitoring of project indicators; the implementation of project evaluations (performance, impact, feasibility assessments, etc.); and conduct quality assurance and auditing of data;

Guide the design and implementation of the collaboration, learning and adapting (CLA) activities, including learning agendas, on-the-job coaching, pause and reflect sessions, workshops and trainings;

Support the development of USAID Country Development Cooperation Strategies (CDCS), the implementation of Mission Program Cycles, and the Journey to Self-Reliance;

Develop and manage MEL and CLA project teams, including staff and consultants, based on client assignments

Serve in a Key Personnel role under the Learning, Evaluation and Analysis project (LEAP III) and the USAID EVAL-ME IDIQ;

Build and maintain strong networks with the international MEL community and position Integra at the forefront of modern research on MEL designs and state of the art practices;


Advanced degree in economics, public policy, evaluation or another relevant discipline;

Minimum of 10 years' experience with surveys, research methodologies, qualitative and quantitative research methods, data analysis, sampling methods, and establishment of MEL systems in developing country contexts;

Minimum of 7 years’ experience in a management role with responsibility for staff, consultants, budgets, schedules and deliverable quality;

Strong skills using MS Excel Word, PowerPoint and Access, and at least one data analysis software program (SAS, SPSS) and experience training others in its use is highly desirable.

Demonstrated leadership qualities, depth and breadth of technical and management expertise and experience, and strong interpersonal, writing, and oral presentation skills.

Demonstrated experience in topical capacity building for development partners, implementing partners, and local stakeholders.

Strong team management, communication, writing and interpersonal skills.

Demonstrated ability to exercise overall quality control, meeting high technical and editorial standards in written products. Exceptional proficiency in written and spoken English.
