BACKGROUND The objective of the DRC Integrated Health Project (IHP) is to improve the basic health conditions and provide continued support in service delivery to the Congolese people in 80 selected health zones in 4 provinces of Eastern Kasai, Western Kasai, Katanga, and South Kivu.
The two major components of this Project are services and other health systems. The service component includes increased use of high impact family planning, maternal, newborn, and child health (FP/MNCH), nutrition, malaria, tuberculosis (TB), neglected tropical diseases (NTDs), HIV/AIDS (limited interventions), and Water/Sanitation/Hygiene services (WASH), products and practices in targeted health zones. The other health systems component includes improved implementation of selected policies, program advocacy, and decision-making, particularly at the provincial levels.
RESPONSIBILITIES The Chief of Party will have technical and management responsibility for the Project and its staff and serve as MSH's representative to USAID/DRC, relevant Ministries (including the Ministry of Health), other donors and multinationals, technical agencies and other participating organizations as required. The Chief of Party will have overall responsibility for addressing contract-related issues, including ensuring that MSH's financial controls and systems comply with generally accepted accounting practices that meet USAID standards, and that all activity-procured materials and equipment are safeguarded and prudently and responsibly used. The Chief of Party will be responsible for the implementation of the project and will provide general program and technical direction and ensure the completion and submission of all Project deliverables.
This position is contingent upon MSH winning the project award. Please note that international relocation assistance and allowances are available.
QUALIFICATIONS: 1. Minimum of a Master's degree in public health, social sciences, international development, or other closely related field. 2. Minimum of 10 years experience in the implementation and management of international development projects with combined experience in 2 or more of the following areas: primary health care; maternal children and neonatal care; family planning/maternal, newborn, and child health; nutrition; malaria; tuberculosis; neglected tropical diseases; HIV/AIDS (limited interventions), water/sanitation/ hygiene; and health systems strengthening. 3. Previous Chief of Party or like experience. 4. Previous work experience in the Democratic Republic of the Congo. 5. Demonstrated capacity to build and maintain productive working relationships with a wide network of partners and stakeholders. 6. Experience in community development.
7. Demonstrated knowledge of USG, PEPFAR, Presidential Malaria Initiative and procedures pertaining to activity design/implementation, monitoring and evaluation. 8. Broad understanding of public health and, in particular, knowledgeable in the area of primary health care. Knowledgeable about the relevant socioeconomic, institutional and policy issues related to this area of work. 9. Demonstrated English and French language skills (FS-3 level or higher). 10. Willingness to travel within the DRC as needed.
