Overview:

USAID/India has supported family planning programs since 1992 through the Innovations in Family Planning Services (IFPS) I Project in Uttar Pradesh (UP) and more general maternal and child health activities since 2002 in UP, Uttarakhand (UK), and Jharkhand (JH).  The RFPS II Project, which began in September 2004, was scheduled to end on September 30, 2008, and was extended through 2010.  It is supported by the IFPS – Technical Assistance Project (ITAP) led by the Futures Group. It is expected that that USAID will issue an ITAP II follow-on. 


Overall Responsibilities:
The Chief of Party is responsible for the leadership and management of an ITAP II project in India whose activities will emphasize an integrated approach to achieving quality service delivery in family planning, maternal, neonatal and child health with a focus on Uttar Pradesh, Jharkhand, Uttarakhand and the national level of India. HIV/AIDS may be integrated within the project as it integrates with maternal child health and family planning services.  Project objectives will be to (1) increase use of contraceptives methods among couples age 15-49 years with a specific emphasis on spacing methods for 18-24 year olds; (2) link maternal, neonatal and child health service delivery at the facility and at the community level into a seamless package of reproductive health services; (3) improve adolescent health in Uttar Pradesh, Uttarakhand and Jharkhand; (4) better implementation of RCH II/III program through capacity building of local and governmental organizations; and (5) run pilots and then scale-up successful interventions and models.  This position is contingent upon MSH receiving the project award.


Specific Responsibilities:

  1. Provide technical leadership and managerial oversight for the project, and ensure timely implementation and reporting of activities.
  2. Serve as the primary project liaison from MSH to the clientEnsure the achievement of results and accountability
  3. Ensure that quality of services is maintained at the highest standard, and that all project objectives are met
  4. Provide financial and technical reports to USAID in timely manner
  5. With the Finance and Administration Director, adapt and implement management systems with standard operating procedures to administer all activities funded by the agreement.
  6. Ensure there is sufficient financial staff for disbursing all local costs under this project, monitoring and tracking expenditures, and preparing financial reports of project expenditures for submission to USAID
  7. Ensure that the program has adequate staff to carry out high-quality work and that staff are recruited and hired in accordance with state-level, federal-level, donor, and MSH requirements
  8. Ensure collaboration with partners, donor, and stakeholder representatives.Supervise direct reports with particular focus on their key tasks and project deliverables.
  9. Supervisory responsibilities include, but are not limited to, meeting with supervisees on a regular basis to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work performed; conducting Performance Plan and Reviews; communicating, implementing and assuring adherence to MSH and project policies, guidelines and values; developing staff skills and knowledge; approving time sheets; and facilitating supervisee success whenever possible.

Qualifications:

  1. MPH, DrPh, or MA degree or in science, public health, or equivalent field with minimum of 10 years in public health, community medicine or social sciences, preferably in India
  2. Senior-level experience in service delivery for MCH/RH/FP programs in developing countries
  3. Experience in managing international projects with similar scale and complexity
  4. Demonstrated success at providing technical assistance to a developing country Ministry of Health, preferably in India 
  5. Exceptional managerial and operational experience preferably in managing complex activities of similar magnitude and complexity involving coordination and collaboration with multiple partners.
  6. Demonstrated ability to create and maintain effective working relations with USAID, the Ministry of Health and Family Welfare, relevant state governmental organizations of Uttar Pradesh, Uttarakhand, Jharkhand, the National and State Health Systems Resource Center, private and civil society, and other development partners.
  7. Demonstrated competence in assessing priorities and in managing a variety of activities in a time-sensitive environment, and in meeting deadlines with attention to detail and quality.
  8. Demonstrated ability to lead a professional team to meet project’s objectives in multiple state sites and across multiple technical areas.
  9. Fluency in Hindi and English, including speaking, writing, and reading. 
  10. Familiarity with and understanding of USAID rules and regulations.
  11. Proven ability to communicate well with, motivate, guide, and direct all levels of staff.  Direct senior staff supervision experience required. 
  12. Demonstrated ability to convey a strategic vision; exhibit leadership qualities; depth and breadth of technical and management experience and expertise. Candidate must possess an outstanding professional reputation and have strong demonstrated interpersonal, written, and oral presentation skills.
  13. Track record of strong commitment to sharing knowledge, documenting experience, supporting creative initiatives, and sharing credit.
  14. Demonstrated ability to successfully interact with government agencies, host country governments and counterparts, and international donor agencies.
  15. Commitment to working closely with MSH/Cambridge and partner organizations on a collaborative basis.
  16. Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills. Sensitivity to local culture and traditions.
  17. Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook. 
  18. Willingness to travel regularly.
