Chief of Party for Malaria Control Project The Bioko Island Malaria Control Program (BIMCP) is a five-year, $27M program, funded by Marathon Oil Corporation, which seeks to substantially reduce morbidity and mortality caused by malaria on Bioko Island. The BIMCP's interventions are centered onindoor residual spraying, distribution of long-lasting insecticide-treated mosquito nets,case management, and monitoring and evaluation. The project includes a substantial investment in human resources development and a strong commitment to capacity-building and integration. The objective will be to prepare the Ministry of Health and Social Welfare in Equatorial Guinea to assume full responsibility for the management ofthe BIMCP's malaria control activities. MCDI implements the BIMCP together withpartner organizations including Yale University, Texas A&M University's AgriLifeResearch, and the London School of Hygiene and Tropical Medicine (LSHTM).
Overview of Position: The Chief of Party (COP) is responsible for overseeing the management of the project asa whole, and ensuring that project goals and objectives are met. The COP will manage the work of the core management/technical assistance team as well as that of the consultants deployed by the home office. Such work includes assistance with developing, implementing, monitoring and regularly reporting on individual as well area-specific work plans and ensuring that these are duly implemented, and formulating strategies for improving performance compliance where necessary; organizing regular team meetings, to review progress, address challenges and plan upcoming activities; and mentoring and evaluating team members as required.
The COP oversees extensive capacity building activities within the Ministry of Health and ensures close collaboration between project staff and the MOH staff seconded to the project. COP will oversee the work of HR development consultants, including negotiations with the MOH on recruitment/secondment procedures, selection of individuals to be trained, and development of comprehensive training plans, to include in-country training and training abroad.
The COP additionally plays a key role in facilitating external relations, assuring effective coordination with relevant in-country stakeholders, including most notably the MOH andthe donor, as well as with implementing partners, and fostering additional partnership opportunities where appropriate and feasible.
Qualifications, Skills and Experience required: Ten or more years experience in management of large-scale ($20-$40 million)health programs in a challenging developing country
setting.
PhD, MD, MPH, MBA or MA in International Management (or equivalent) with extensive experience in negotiating agreements with national authorities;
Overseeing development of the capacities of a team of national staffs; performance-basedprogram monitoring and evaluation;
Preparation of detailed program implementationplans; development of productive, cordial working relations with and local counterparts.
Excellent interpersonal skills, team player, able to work under stress. Sensitivityto the concerns of the developing world and able to work with local and nationalauthorities and community-based providers from different cultural backgrounds.
Excellent oral and written communication skills, in English and Spanish.
Highly computer literate, familiar with Windows programs for word-processing, spreadsheets, database management, presentations, and electroniccommunication.
