RESPONSIBILITIES:
The Chief of Party provides strategic vision for the project’s overall programmatic direction, serving as the primary technical leader and overseeing timely implementation and reporting of activities. He/she serves as the primary project representative from MSH to the donors and ensures 1-the achievement of results and accountability; 2- quality of services is maintained at the highest standard; 3- all project objectives are met. The COP supervises the project’s Deputy Chief of Party for Management Operations and Deputy Chief of Party for Technical Support. The COP, in conjunction with the DCOPs, works to align the project’s budgets with the Government of Nigeria’s decentralization strategies, at the same time meeting the project’s targets for prevention, care, and treatment. The COP mobilizes support among all project stakeholders for the project and its mission to create a comprehensive HIV/AIDS sector plan, promoting collaboration and building and maintaining productive relationships. He/she supervises and mentors direct reports with a particular focus on achievement of their key tasks and project deliverables. The COP communicates, implements, and assures adherence to MSH and project policies, guidelines and values; develops staff skills and knowledge; and facilitates supervisee success and professional development whenever possible.

MSH seeks a Chief of Party for the anticipated SIDHAS (Strengthening Integrated Delivery of HIV/AIDS Services) Project. The goals of this project are to 1-provide quality HIV/AIDS services throughout Nigeria (including adult and pediatric ARV, PMTCT, HCT) and 2-expand the capacity of the public and private sectors to sustain these services, enhancing the quality of services at national, state, and local levels and demonstrating increased leveraging of funding from the Government of Nigeria as well as other sources. This project will include a component to develop benchmarks to monitor and evaluate this expanded capacity of the health system to coordinate, support, deliver, and monitor quality HIV/AIDS care, treatment, and laboratory services.
SIDHAS CHIEF of PARTY QUALIFICATIONS:
1. Minimum of a Master’s degree in public health or other relevant discipline.
2. Significant (10 years+), senior-level experience designing, implementing, and managing complex primary health care programs in developing countries on a similar scale. Experience coordinating Global Fund and PEPFAR funding and operations is a plus.
3. Demonstrated experience with health sector governance and sustainability planning, particularly in decentralized health systems. Organizational capacity building experience is a plus, especially in settings where stewardship of services is being transferred to local ownership.
4. Demonstrated technical depth in HIV/AIDS, infectious diseases (malaria and TB) and maternal and child health.
5. Demonstrated experience building and maintaining partnerships with other projects, local organizations, host country governments, donors, and international agencies.
6. Excellent conceptualization, facilitation, and planning skills. Possess outstanding professional reputation and have strong demonstrated interpersonal, written, and oral presentation skills.
7. Experience developing and guiding implementation strategies that are sensitive to cultural and gender norms is preferred, especially with regard to accessing HIV services.
8. Demonstrated leadership and management skills; experience mentoring and supervising senior staff.
9. Previous work experience in Nigeria or in the immediate region is a plus. Must be willing to travel within Nigeria as needed.
