The CD is responsible for leading the Country team in a challenging environment. This is a senior management position where the candidate is expected to demonstrate exceptional leadership and organizational management skills.
A newly aligned strategic plan which the Country Office believes is an innovative approach to poverty alleviation is on one hand a further challenge due to its ambition, but is on the other hand a fantastic opportunity permitting to unify the team around a common challenge.
The CD is responsible for overseeing appropriate action plans for the specific environments in which CARE works. S/he manages a team of professionals (12 expats and 180 nationals) focused on the design, funding, implementation, monitoring and evaluation of programs and projects (including emergency programs) and in the provision of an efficient operational support to the Program implementation.
S/he supervises and works closely with, and is supported by the Assistant Country Director Programs and the Assistant Country Director Operations and works closely with a financial team supervised by the Finance Controller. The CD is the interface with the CARE USA headquarters levels, as well as with other interested CARE International members.
Together with the Assistant Country Director programs, s/he establishes the donor marketing, advocacy priorities and supports constructive engagement with other stakeholders, notably donors and civil society over key developmental issues in the Country.
The CD reviews and validate monthly and financial reports, pipeline (currently 14 millions USD, estimated FY011: 17 millions). The CD leads the Office Management Team and as such is responsible for leading and supporting Country Office initiatives. S/he is responsible maintaining good working relationships with host government officials, donors and other partners and is responsible of the Country Security and Safety in an unstable environment (East DRC) with serious concerns related to the next coming elections
Required Skills:
Bachelors degree in a relevant discipline
8 years in senior management position in development field
Demonstrated leadership and management skills in a very complex international setting
Demonstrated experience in program design, implementation and evaluation
Experience in emergency-related activities
Ability and interest in coaching and developing staff
Demonstrated cross-cultural communication skills
Strong financial knowledge and experience, including complex budget management and donor compliance & reporting
Experience in cultivating and maintaining partnerships & collaborative relationships with national & international NGOs as well as with donors & government counterparts.
