Data Management Specialist

Mendez England and Associates (ME&A) is recruiting a Data Management Specialist to serve as the lead expert on database management for PEEL activities and ensure that all results and analyses are properly documented and distributed to inform program development and that the data sets are provided to USAID following Open Data requirements. 


Mendez England and Associates (ME&A). a small business set aside, have been awarded a new task order from USAID's Bureau of Food Security entitled "Program Evaluation for Effectiveness and Learning (PEEL). The aim of these evaluations and population based surveys (PBS) is to demonstrate the impact and effectiveness to date of the U.S. Government’s Global Hunger and Food Security Initiative, Feed the Future, and to determine how program impact can be maximized in the future.


Position Summary

The Database Management Specialist will be responsible for managing a new project databases, ensuring that all results and analyses are properly documented and distributed to inform project development and that the data sets are provided to USAID following Open Data Requirements. USAID wants to conduct evaluation assessments of programs they've implemented based on prior surveys, the instruments for this project would be all new, as would all the programming efforts, training materials, etc.


S/he will assist the survey teams to develop data entry templates; ensure that the data collected by tablets are backed up on a regular basis; and verify that the data on tablets align when uploaded. For data collected using pencil/paper, s/he will help develop a database using a database application; develop data entry templates, use appropriate skip rules and data entry masks to minimize data entry errors; ensure that a double entry system is used; and run data integrity tests. Candidates must have at least five years of experience developing and managing large databases. S/he must be familiar with US government database systems and the US government’s Open Data requirements. S/he must have a graduate degree and have a broad familiarity with food security and/or vulnerable populations.


Education/ Experience:

•Master’s degree or higher in database administration, data architecture, data management or international development with 5-7 years of Experience.

•CDMP or MDM certification optional but preferred.

•Five years of experience in data architecture, modeling, and data governance.

•Knowledge of common database platforms, including Microsoft SQL Server.

•Proficiency with SAS.

•Design and production of reports with a focus on International Development.

•Proficiency with Microsoft Excel.



• Experience in developing a roadmap for an overarching data management and strategy initiative at an enterprise level.

• Experience moving large amounts of quantitative data efficiently.

The position is full time and reports to the PEEL Chief of Party. The position is based in Washington, DC. Some international travel may be required. The project has a time frame of five years.
