BACKGROUND
The Leadership, Management and Sustainability (LMS) Program in Kenya (http://www.msh.org/projects/lms/WhereWeWork/Africa/Kenya.cfm ) will support public sector units of the health system, non-governmental organizations (NGO), faith based organizations (FBO) and other USAID partners by strengthening the leadership and management capabilities at the provincial, district and community level facilities.  The program will improve the health of Kenyan population by positively impacting the quality and access to health services.  Subject to award by USAID, this project will be carried out over a five-year period beginning o/a March 15, 2010.


OVERALL RESPONSIBILITIES:
Under the general direction of the Project Director, the Deputy Project Director/Technical Lead (DPD) is responsible for the technical leadership of the LMS program. S/he will ensure that all project interventions incorporate the best technical guidance and state-of-the-art practices in leadership and management. S/he, in conjunction with the Project Director, imparts  a unified strategic vision and ensures that program activities lead to achievement of program goals and objectives in a timely fashion. The Deputy Project Director, with the Project Director, will coordinate all technical activities related to the project’s technical areas: strategy, resource mobilization, and governance; finance and grants management; M&E and HMIS; and be responsible for the successful performance of the technical team.. S/he will support the Project Director and in his/her absence will serve as the official representative of the LMS project and maintain communication between all relevant stakeholders. S/he interacts productively and proactively with a wide variety of stakeholders including government agencies, NGOs, FBOs, private sector groups, other collaborating agencies, USAID and donor organizations.


SPECIFIC RESPONSIBILITIES:
1. Provide overall technical direction under the technical assistance portion of the project.
2. Provide leadership for coordinating the various technical components of the project in order to achieve smooth functioning and programmatic cohesiveness.
3. Provide support to the Project Director for liaison between USAID and other collaborating agencies on all technical matters related to the project.
4. Adapt, implement, and oversee an annual project planning cycle which formulates comprehensive annual project work plans and budgets in accordance with the USAID annual planning cycle.
5. Oversee the work and assess the performance of long-term and short-term technical advisors, consultants, and staff.  Oversee the development of specific technical scopes of work and provide input and oversight to technical assistance provided to project clients.
6. Supervisory responsibilities include, but are not limited to, meeting with technical staff on a regular basis to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work; conducting Performance Plan and Reviews; assisting the Project Director to communicate, implement and ensure adherence to MSH policies, guidelines and values; developing staff skills and knowledge; approving time sheets of supervisees; and facilitating technical staff success whenever possible.
8. Together with the Project Director, build and maintain good professional relationships with all stakeholders, providing reliable, high quality follow through on all obligations to stakeholders.
9. Coordinate and identify with the project staff the technical training needs and opportunities to support the project.
10. As appropriate, support recruitment of high quality technical staff as required by the project and in keeping with project policies and procedures and local labor laws.
11. Promote effective program learning, helping to ensure that lessons learned are disseminated to appropriate audiences.
12. Support the Project Director to ensure timely submission of high quality reports as required by the donor and/or any other stakeholders.
13. Other duties as required.


QUALIFICATIONS:
1.Minimum of a master's level education in public health, international development, public administration, management, social sciences or a related field.
2. At least five (5) years of experience managing public health programs in developing and transitioning countries.
3. Successful track record of implementing successful interventions within the Kenyan health system.
4. Significant senior level work experience in activities across the areas of financial and grants management, monitoring and evaluation, health management information systems, leadership and management, resource mobilization and governance.
5. Demonstrated skill in managing programs of similar magnitude and complexity
6. Excellent communication skills, demonstrated leadership, and the ability to work collaboratively across technical disciplines.
7. Familiarity with and understanding of USAID administrative procedures.
8. Proven ability to manage experienced staff with differing opinions and to harmonize their efforts.
9.  Previous supervisory experience.
10. Willingness to travel within Kenya regularly and potentially outside Kenya, as required.


Please note that this is a Capacity Building project on Leadership and Management (L&M) in the Public Health sector. Experience providing technical assistance to external organizations (NGOs, FBOs, etc) is essential. The project will strengthen the L&M capacity of the Ministry of Health, USAID partners, FBOs, Hospitals, community organizations and other clients. The ideal DPD candidate would have experience in more than one of these areas:


- Financial and Grants Management
- Monitoring and Evaluation/ Health management information systems
- Strategic/Resource Mobilization/Governance
- Leadership and Management
