MSH is seeking a Director of Finance & Operations for an upcoming project in Kenya that will work with the Government of Kenya and local implementing partners to expand the availability of quality, sustainable, HIV/AIDS and tuberculosis prevention, treatment, care and support, along with integrated reproductive health and family planning services. In addition to increasing access to the use of services, the project will also promote healthy behavior among the most at-risk population in Kenyans. This position is subject to project award.
OVERALL RESPONSIBLITIES
The Director of Finance & Operations (Fin Ops) is responsible for overseeing the administrative, operations and financial management and accountability requirements of the project including grants management. S/he assists the Chief of Party with project management (including operations, human resources, finance management, and team building), assessing project progress against benchmarks, organizing monthly staff meetings, and supervising project support functions. The Director of Fin Ops is responsible for ensuring that the Project functions efficiently in all financial and administrative matters, directly supervising administrative staff and providing oversight to all subcontract management issues. Additionally, s/he collaborates with the Chief of Party effective manner and in compliance with the terms of the Project contract. The Director of Fin Ops is knowledgeable of and adheres to MSHs and USG Procurement Integrity standards and procedures in all project management responsibilities.
SPECIFIC RESPONSIBILITIES
1. Performs standard accounting, budgeting, and reporting duties in accordance with generally accepted accounting principles and grant requirements 2. Monitors transactions through the effective use of the review and approval process to ensure propriety with USAID and MSH regulations 3. With the Chief of Party, s/he monitors compliance with all internal and donor financial and administrative requirements. 4. The administrative duties of this position will include overseeing security, travel and transportation, IT and communication, general procurement, and the upkeep of office space and equipment. 5. The Director of Fin Ops safeguards the assets (financial and physical) of MSH and other donors against fraud, loss or misuse. 6. S/he ensures that field expenses meet with Generally Accepted Accounting Principles, MSH policy, and any cost principles imposed by USAID, and MSH. 7. S/he must demonstrate the ability to use sound business judgment in assuring that all costs are reasonable and necessary for the completion of the MSH project goals 8. Supervises the staff under his/her Unit including any grants and accounting portfolios in the Finance department. 9. Oversees the quality of office administrative functions full charge oversight in all disciples, including accounting, grants management, office management and procurement. 10. Establish and maintain systems for purchase approval and asset use which ensure adequate internal control, in accordance with MSH standard operating procedures for finance and accounting. 11. S/he serves as a financial management resource to programmatic and operational staff 12. Ensures that office facilities are well maintained, furnished, and stocked and have adequate security and technical infrastructure in place. 13. Trains administrative and technical staff in finance and accounting policies and procedures, including donor cost principles and travel regulations and procurement principles. 14. Establishes and communicates office operations standards. 15. Ensures that all local and regional purchases are as per the defined threshold, and maintain tracking and documentation systems that will facilitate future processing, payment and audit requirements. 16. Maintains inventories and controls over central and regional offices fixed assets, such as vehicles, office furniture and equipment by all the projects, including those items provided to health facilities and other partners. 17. Ensures that all local tax laws and regulations are strictly adhered to and taxes are paid to the tax authorities as prescribed by law.
QUALIFICATIONS MBA or related degree, plus 10 or more years experience in finance and administrative management; HIV-focused F&A experience in developing countries a plus Extensive experience with USAID contracting, including performance-based contracts essential Strong understanding of USAID Grant and Contracts policies and regulations Experience in USAID project accounting and operations management Ability to work independently, take initiative and to meet deadlines with attention to detail and quality Demonstrated knowledge and experience in broad-based office management functions, especially financial management Excellent interpersonal skills, demonstrated ability to interact professionally with a culturally diverse staff, clients and consultants, including headquarters staff, upper management and clients. Written and spoken English fluency mandatory Demonstrated computer skills in word processing, database, presentation, and spreadsheets (Microsoft Office preferred) Demonstrated experience in accounting software and statistical packages.
