The Senior HIV/AIDS Team Leader provides technical leadership and strategic direction to Pathfinder International's global portfolio of HIV/AIDS programs. In this capacity, the HIV/AIDS Team Leader leads a global virtual team of HIV/AIDS technical experts to regularly update Pathfinder's strategic thinking around HIV/AIDS programming and supervises HQ staff working in the field of HIV/AIDS. Working collaboratively with other members of the Technical Services Unit, field staff, as well as other units at HQ, the HIV/AIDS Team Leader oversees a range of activities from the development of tools, training curricula and technical documents to the development of best practice models and quality assurance systems. The HIV/AIDS Team Leader provides direct technical assistance in training, assessing, improving and expanding current HIV/AIDS programs, as well as developing new HIV/AIDS programs in Pathfinder countries and representing Pathfinder at international meetings.
RESPONSIBILITIES: Management
·Supervises and coordinates work of technical advisors in HIV/AIDS, including coaching staff, and coordinating and prioritizing technical assistance assignments.
Technical Guidance
·Develops best practice models that could be applied in a variety of Pathfinder projects working in different contexts and with different types of funding.
·Assists headquarters and field staff in the development, implementation and replication of innovative strategies that link HIV/AIDS to other health and non-health services.
·Develops quality improvement/quality assurance systems, and models for service provider performance improvement to strengthen the integration of FP and HIV services.
·In collaboration with the Resource Development identifies new project and business opportunities and provides technical expertise for the development of proposals and grants related to HIV/AIDS.
·Provides or manages technical assistance in the planning, implementation, and evaluation of Pathfinder's HIV/AIDS programs.
·Conducts and coordinates a variety of training related to HIV/AIDS.
·Works in close coordination with Pathfinder's field offices to ensure that the complex problems presented by HIV/AIDS are given consideration in appropriate country program strategies and ensures that support is provided for quality HIV/AIDS programming throughout Pathfinder programs.
·Provides technical guidance in the development of policies, guidelines, protocols and standards, based on the most recent international and local standards.
Coordination and Interagency Collaboration
·Leads Pathfinder's HIV/AIDS Team, made up of HQ and field staff, to regularly update Pathfinder's strategic thinking around HIV/AIDS programming. Incorporates concrete examples of what Pathfinder should have in place at each service delivery level and establishes levels of quality to be achieved.
·Develops international support and recognition of Pathfinder's HIV/AIDs service delivery capabilities through dissemination of Pathfinder's innovations through publications, listserves, and international meetings.
·Establishes and maintains working relationships with counterparts in other agencies, both domestically and internationally.
·Participates on both country support and technical teams, providing technical assistance in all areas related to HIV/AIDS.
·Reviews other organizations' HIV/AIDS programs and materials in order to stay informed and determine the applicability to Pathfinder programs and Pathfinder's HIV/AIDS strategy.
·Facilitates communication and the sharing of HIV/AIDS resources among field staff as well as between HQ and the field. Promotes institutional learning in and across regions.
·Oversees Pathfinder's involvement in regional and international conferences related to HIV/AIDS, such as ICASA, the International AIDS Conference, and Global Health Council Annual Meeting. Technical Writing and Communications
·Oversees the development and documentation of successful and innovative tools (BCC materials, assessment tools, job aids) for HIV/AIDS and results.
·Oversees and contributes to the development of HIV/AIDS materials and tools as needed.
·Contributes to the development of regional/national strategies, workplans, budgets, and TA plans focused on HIV/AIDS.
·Promotes Pathfinder's HIV/AIDS programs, tools, materials and best practices.
·Oversees and the development of HIV/AIDS related training curricula and materials by Technical Services and field staff.
·Develops HIV/AIDS related technical papers for Pathfinder's Technical Guidance Series.
·Shares responsibility with Pathfinder's Resource Development Department for building a broad and diverse funding base in support of Pathfinder's HIV/AIDS programs.
·Contributes to and/or manages the development and writing of project proposals related to HIV/AIDS.
·Oversees the preparation of communication materials and presentations for HIV/AIDS advocacy with corporations, educational institutions and others.
Evaluation
·Assists the Director of Monitoring and Evaluation in the development of evaluations to assess the progress, effectiveness and impact of Pathfinder's HIV/AIDS activities and programs.
·Develop tools for measuring baseline quality of care and re-measuring along the way to gauge improvements. Evaluation tools developed will measure quality, and progress toward targets
·Performs other duties as assigned and contributes to the successful operation of the organization.
REQUIREMENTS:
·Clinical experience required. MD preferred
·Extensive program management/supervision/TA experience (i.e. hands-on)
·Up-to-date knowledge of Prevention, PMTCT, and ART clinical guidance- required
·Demonstrated experience developing technical tools in HIV/AIDS (training, job aides, research questionnaires, evaluation reports)
·Experience with program design/proposal development for USG donors and/or major private foundations
·HIV/AIDS program management experience (preferably in Africa) at the service delivery level.
·Strong experience in a variety of different areas of clinical HIV programming
·Demonstrated expertise with PEPFAR indicators and reporting
·Experience in TB and/or malaria desirable
·Good understanding of service delivery models, quality improvement approaches & tools and experience in applying them.
·Excellent interpersonal, communication and organizational skills.
·Able to work both independently, as well as part of a team with minimal supervision.
·Excellent computer skills in word processing.
·Knowledge of PowerPoint, Excel, and Word.
·Familiarity with reproductive health/family planning desired.
·Ability to work under pressure and meet deadlines.
·Fluency in English required.
·Willingness to travel up to 30%.
