CARE is seeking a Deputy Regional Director - Program Quality (DRD - PQ) to contribute to the mandate of the Middle East and Europe Regional Management Unit (MEERMU) of developing a coherent approach and setting priorities to advance CAREs vision and mission. The incumbent oversees program quality in the country offices (COs) within the region, including the design, implementation and impact measurement of CARE's programs, and will work with regional program staff to ensure that CO's are designing and implementing programs that support current organizational priorities and are in line with CARE's policies and standards.
The DRD-PQ will ensure that COs can demonstrate that their programs are achieving impact against agreed-upon indicators and that the impact is being measured and reported. The DRD-PQ will be responsible for ensuring knowledge sharing and learning related to programming and program quality across the COs, between the region and the rest of CARE International and with other stakeholders.
The position requires extensive travel (up to 35%) in the Middle East Region, as well as occasional trips to CARE HQ in Atlanta, to Europe for CARE International, and/or to other CARE regions for conferences or workshops.
The work of the DRD Program Quality is largely achieved via the efforts of the assistant country directors of program quality in each country office, and it is the responsibility of the DRD Program Quality to demonstrate his value to the Country Directors and Assistant Country Directors and to develop these relationships into a regional network.
Required
5 years experience in program design, program oversight and evaluation
In depth experience in management of development programs
Advanced written and oral communication skills
Excellent presentation and training skills
Donor relations and fund raising skills
Desired:
· Strong training skills including delivery through a variety of methods (e.g., formal events, distance learning, on-the-job, etc.)
· Arabic Language skill
