The CARE Haiti Economic Development program will set direction for investments in Women and Youth Economic Empowerment that reflect global best practice and the application of CARE’s program principles and standards. The Program Coordinator will contribute to setting program strategies and ensure sufficient resources are mobilized in pursuit of established program goals and objectives. The Program Coordinator will provide technical and managerial back-stopping for economic development-related program initiatives. The Program Coordinator is the primary focal point and representative for CARE Haiti in all economic development-related matters and will actively liaise with relevant Haitian Ministries at all levels, as well as, with private sector and other actors. The Program Coordinator will be responsible to forge strategic partnerships with the private sector based on sustainable and inclusive business models that are likely to engender lasting impact for CARE target groups. The Program Coordinator will proactively promote integration and synergy within and across CARE Haiti programs and with other actors in Women and Youth Economic Empowerment. The Program Coordinator is responsible to ensure CARE International Members and donors are provided with timely and quality reports and information.
The Program Coordinator will work under the supervision of the Assistant Country Director for Program, will coordinate with the Disaster Response Program team, and provides technical supervision to Project Coordinators and Project Managers in the education sector. The Program Coordinator for Economic Development is responsible for Economic Development project staff performance management and capacity building.
Technical Skills Sought:
- Previous experience in economic development programming, with a solid understanding of developing country informal and formal economies and those of the agriculture, agri-business or urban context;
- Capacity to develop, implement and analyze value-chain and market opportunity assessments,
- Demonstrated skills in program design (including proposal development), implementation and evaluation
- Good understanding of the financial services sector serving lower income populations
- Excellent command of French and English, Creole is a plus
Job Responsibilities:
STRATEGY & PROGRAM DESIGN AND RESOURCE MOBILIZATION:
- Conduct assessments of current situation and initiatives in collaboration with local partners and specialists, with a particular emphasis on gender and vulnerability. The assessment will strive to identify vibrant social movements related to Economic Empowerment for disadvantaged Women and Youth that CARE could support in pursuing its program goals.
- Work with the ACD-PQ, other Program and Sector Coordinators, CARE's Economic Development Program Team, partners and other stakeholders to define, refine, and implement the Women and Youth Economic Empowerment Program strategy to address the most critical underlying causes of poverty and social injustice;
- Ensures that relevant indicators are established, with baseline data that enables the effective measurement of progress, outcomes and impact
PLANNING, MONITORING AND EVALUATION
- Ensures program initiatives and projects are designed with optimal stakeholder (especially beneficiaries) input and are consistent with CARE Haiti Program goals, objectives and directions;
- Ensure preparation of appropriate detailed implementation plans for all projects and program initiatives under coordinator's supervision; (including cash flow forecasting, procurement planning, etc)
- Promotes and supports efforts to empower community-based groups and seeks optimal community and local government ownership of their economic development initiatives
- Help in the identification of potential partner organizations, with a particular focus on private sector partnerships and maintain regular contact with partners and key stakeholders
- Lead the process of conceptualizing, designing and drafting private sector engagement partnership technical concepts, budgets, etc based on sustainable business models, and applying contemporary cutting edge development practices and principles
STAFF MANAGEMENT
- Establish effective staffing structure for the economic development program initiatives, promote team work and integration with other parts of the organization and strives to attain diversity in the health team;
- Review and update job descriptions for economic development and agriculture team. Support the recruitment, development and retention of high quality and committed staff and that they are aware of and follow CARE policies, procedures and systems.
- Clarify expectations of all team members, in particular of direct reports. Provide ongoing feedback and coaching to optimize performance and commitment, taking corrective action if and when needed.
- Demonstrate leadership by example and behaviors that reflect CARE’s organizational values and demand the same of all economic development program staff
FINANCIAL AND ADMINISTRATIVE MANAGEMENT
- Holds overall responsibility for the effective financial management of the Economic Development Program portfolio, program funding targets, project budgets, and ensuring value for money in program investments;
- Ensures donor requirements for financial and administrative management are fully satisfied on a consistent basis;
EXTERNAL RELATIONS
- Establish and maintain solid relations with: private sector, gov’t officials, donors, international and national NGOs, CBOs and other civil society organizations.
- Represent CARE in relevant clusters, fora and networks
- Build constructive relations with CARE staff at other CO's, the region and CI;
- Participate in developing and maintaining a good visibility of CARE with regard to governance issues.
Education/Training:
B.A. degree in Agricultural Economics, Economics, Rural Development, Social Sciences and related fields.
Desired:
MBA or Master’s in the above disciplines or equivalent combination of education and work
Experience: Agri-business oriented training
Experience:
- Minimum of 5 years of private sector/ financial services experience
- 5 to 10 years of experience in program/project management
