The American Refugee Committee has an immediate opening for a newly established position, Senior Vice President of International Programs, located in its Minneapolis office. The Senior Vice President will provide executive leadership to ARC’s international program functions and give direction to the formation of program goals, playing a key role in ensuring that financial and operational objectives are met.

The ideal candidate will have a strong record of senior level management experience with an international NGO or an organization with international scope, and a background in entrepreneurial program development and promotion. The position also requires international field-based experience and/or experience with programs in developing countries for people at risk; a proven fundraising record with public and private donors; and excellent communication skills including public speaking, writing and listening.

ABOUT THE AMERICAN REFUGEE COMMITTEE:
The American Refugee Committee is a Minnesota-based humanitarian aid agency currently working in seven countries around the world helping victims of war and civil conflicts rebuild their lives. ARC programs in Africa and Asia provide health care, clean water, shelter repair, legal aid, trauma counseling, microcredit, community development services, and repatriation assistance to millions of people every year. The American Refugee Committee bases its relationships with uprooted peoples on mutual respect and a compassionate exchange of knowledge and values.

DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION:
ARC is currently working in seven program countries including Darfur, South Sudan, Uganda, Liberia, Rwanda, Thailand, Pakistan and with a 2008 budget of $28 million. Responding both to natural disaster and to conflict and post-conflict displacement, ARC’s work ranges from camp management, returnee monitoring and assistance, programs for economic opportunity (including MFIs, VSAL and microenterprise development), health care (primary health care services, reproductive health care, HIV/AIDS,GBV) to emergency response.

PRIMARY PURPOSE OF THE POSITION:
The Senior Vice President for International Programs, reporting to ARC’s President/CEO, will provide executive leadership to ARC’s international program functions and give direction to the formation of goals -- playing a key role in ensuring that financial and operational objectives are met.

SUPERVISORY CAPACITY:

Sr. Director of International Programs; Director of Program Development; Director of Government Affairs

MAJOR AREAS OF ACCOUNTABILITY, PRIMARY RESPONSIBILITIES & PERCENTAGE OF TIME:
LEADERSHIP 35%
• Oversee the key functions of program representation, development, and implementation and lead a managed process of change that is clearly oriented to growing while maintaining quality and building recognition
• Provide leadership in enhancing the internal international program processes and infrastructure that will allow ARC to grow and fulfill its mission

PROGRAM DEVELOPMENT 35%
• Work with the President to foster an entrepreneurial approach to program development and delivery • Develop program strategies and lead change process to support new initiatives and business development opportunities.
• Collaborate with Director of Program Development to develop program strategies and to support new initiatives and business development opportunities
• Work with the Development Department to help raise funds and new initiatives as determined by the President

DONOR RELATIONS 20%
• Represent ARC to domestic and international communities relevant to refugee, IDP and vulnerable populations.
• Initiate, develop, and maintain contact with key donors, US government, and UN agencies

FINANCIAL MANAGEMENT 10%
• Provide executive oversight in program compliance and the development and implementation of program standards and best practices; ensure accountability through a results based performance management process
• Oversee IP financial and business planning activities

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED:
• A strong record of senior level management experience including at least five years with an international NGO or an organization with international scope
• Background in entrepreneurial program development and promotion
• A proven fundraising record with public and private donors
• International field-based experience and/or experience with programs in developing countries for people at risk
• Knowledge of relevant global affairs issues and policies concerning refugees and displaced persons;
• Excellent communication skills including public speaking, writing and listening.
• Advanced degree in international relations, public administration, humanitarian development, public health, nonprofit administration or related field preferred.
