Job Description
The National Democratic Institute for International Affairs (NDI) seeks a democracy and governance expert with strong program management and relationship-building skills to oversee its program in Southern Sudan. Competitive applicants should have at least 12 years of experience working in the field of democracy and governance, particularly in challenging political environments. The Resident Director oversees the implementation of program activities, manages grants, and provides leadership to a team of expatriate and local staff. The position is based in Juba, Sudan and would require frequent travel within the region. The Resident Director would serve as principal NDI liaison with political and civic leaders, program partners, donors, and representatives of the international community. A high degree of professional judgment, political analysis, creativity and maturity are essential to the successful leadership of NDI in Southern Sudan. This position works closely with Khartoum-based staff who conduct program activities in Northern Sudan and with Washington-based staff who manages the day-to-day communications and provides support for field activities. The Resident Director reports to the DC-based Sudan Program Director and the Regional Director for Southern and East Africa. The position is available in December, 2009.
Background
The National Democratic Institute (NDI) began working in Sudan in 2002. The Institute is conducting a multi faceted program which includes civic and voter education and domestic election observation as well as focus group research. This year, the Institute will focus primarily on preparing citizens for the April 2010 elections. The current funding and activities will run through 2011 with support from USAID.
Required Skills
·Manage the implementation of all NDI programs throughout Southern Sudan;
·Provide day-to-day management, oversight and evaluation of local and expatriate program staff;
·Establish and maintain collaborative relationships with Southern Sudanese political leaders, NGOs, government officials and members of the international, diplomatic and donor community;
·Serve as principal liaison between NDI and international donor representatives in country, GoSS and SPLM officials, international and local NGOs, the media, and the U.S. government; Liaises with other institutes and foundations engaged in democracy programming;
·Oversee the submission of regular written reports to the DC office that monitor and measure program results and political developments in Sudan;
·Contribute to NDI board memos, briefing memoranda, bi-weekly reports to the DC office, reports to donors, and other reporting requirements as needed;
·Monitor in-country programs to determine that programmatic goals are achieved and that operational and reporting requirements are followed;
·Adjust representational and programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders;
·Collaborate with and build the capacity of NDI staff to play a substantive role in program development and implementation;
·Create opportunities for NDI representatives to speak and participate in meetings, workshops and conferences;
·Work in tandem with the Finance Director and the NDI Khartoum office to oversee the NDI Sudan budget, financial management and the submission of a monthly financial reconciliation to the Washington, DC, office.
Required Experience
·Bachelors Degree, in International Relations or related subject. Masters Degree preferred;
·Minimum Twelve (12) years management experience overseeing international development programs, preferably in the field of democracy and governance;
·Substantial work experience in multiple disciplines of democracy development, including civil society development,, support to executive branch and local government; and election related programming, strengthening, preferably in Africa or the Middle East;
·Experience with managing USAID funding projects;
·Demonstrated ability to work effectively with and build relationships with senior political and civic leaders, U.S. and foreign government personnel and policy makers, and members of donor organizations;
·Substantial program management, proposal writing and financial management experience, including experience in initiating and managing sub-grants;
·Ability to motivate and inspire a diverse group of professionals in a challenging environment, instilling a strong sense of mission and team work to program implementation;
·Ability to communicate skills and experience to others as a trainer, advisor and consultant;
·Demonstrated ability to conduct and apply sophisticated political analysis to programmatic activities;
·Knowledge of political processes and actors in Sudan preferred;
·Strong oral and written communication skills in English are required;
·Experience working in a non-English speaking multi-cultural work environment and promoting staff development;
·Experience living and working overseas, preferably in the developing world, and an ability to work in a highly challenging environment;
·Working knowledge of PC-based programs such as word processing, Power Point, Excel, along with e-mail technology, and intranets.

This unaccompanied post is based in Juba, Sudan, with travel throughout the South, to Khartoum, Sudan and Nairobi, Kenya and requires at least a one year commitment
