JOB SUMMARY: The Team Leader, Systems Strengthening provides overall technical direction on integrated and cost-effective health systems and policies related to health finance, human capacity development, maximizing aid effectiveness and strengthening health systems associated with Pathfinder’s portfolio of projects.
DUTIES & RESPONSIBILITIES:
Strengthen public service delivery systems: streamline procedures, rationalize the use of human resources, promote integration of health services.
Strengthen management: local level planning, supervision, budgeting and promote the use of data for decision-making.
Provide support in strategic planning at all levels of the public sector: national, state/provincial, and district/local.
Provide support to operationalize health policies.
Develop Pathfinder approaches for assessing systems and provide technical assistance to Pathfinder staff and counterparts in their use.
Provide advisory and analytical input on ensuring the optimal use of resources at health districts, Ministries of Health, relevant ministries and other policy implementing agencies.
Assist Pathfinder International and its partners to identify best practices and the conditions under which existing resources are most effectively used to improve the performance of health systems.
Identify the need for more resources from external and local sources; initiate/coordinate the use of additional resources.
Work in close collaboration with fellow colleagues within the Technical Services Unit (TSU), Program Operations Unit (POU) and Monitoring and Evaluation Unit (MEU) to coordinate technical assistance, training activities and other activities supported by Pathfinder to maximize resource utilization.
Work with foreign government officials, international and multilateral organizations, the private sector, non-government and community organizations and civil societies in countries where Pathfinder works to mobilize the coordination and harmonization of support for health systems strengthening.
Maintain oversight of key health reform developments that affect Pathfinder projects.
JOB Requirements:
Post graduate degree in health policy, health economy, health reform, public health or other relevant field.
Ability to develop policystandards, protocols and guidelines.
Excellent interpersonal and communication skills.
Experience in at least two African countries.
Experience in PEPFAR programs.
Experience with global health partnerships and disease-specific initiatives.
Minimum 10 years of experience in health systems development, implementation and evaluation of public health programs.
Ability to travel 25% of her/his time internationally.
